Dear Prospective Offeror:

This letter constitutes a formal request for proposals (RFP) from the Maryland Department of Natural Resources, Power Plant Research Program. This solicitations request the services of a contractor to provide the Power Plant Research Program with technical assistance and general support services in the area of Economic Studies as it relates to the siting, licensing and operation of electric power plants and ancillary facilities in Maryland.

A description of the services requested, qualifications necessary, and format for responding to this solicitation are contained in the RFP’s, which can be obtained by calling (410) 260-8660; by writing to us at Power Plant Assessment Division, 580 Taylor Avenue, B-3, Annapolis, MD 21401; by checking the DNR web site (http://www.dnr.state.md.us). If you choose not to respond to this solicitation, I would appreciate your taking a few minutes to fill out the form on the back of this letter, indicating why you choose not to respond.

This solicitation has a 15 percent Minority Business Enterprise participation goal. The issuing office has extended an invitation to numerous MBE firms to attend the pre-bid meeting in order to explore the possibility of partnering on this contract. A pre-bid meeting will be held at the Tawes State Office Building on January 18, 2005 at 10:00 am in Conference Room C-1, 580 Taylor Avenue, Annapolis MD.

The State of Maryland reserves the right to reject any and all proposals received by reason of this request without cost or obligation. Respondents whose proposals are not accepted will be so notified in writing. Eight (8) copies of the technical and price proposals must be received at the issuing office no later than 2:00 p.m. on February 28, 2005 in order to be eligible. Proposals are not restricted to institutions in Maryland. Any proposals or unsolicited amendments thereto received after the closing date will not be considered.
