American Forests' Global ReLeaf (GRF)

Purpose: Global Releaf is a grant program established through American Forests focusing on tree planting projects on public property or public assisted projects on private lands.
Support Type: Technical assistance and cost share funding.
Available Funding: The funds provided are generally for the costs associated with planting seedlings (incl. site preparation, seedling purchase, contracting, shelters). Successful proposals have seedlings costing between $.25 and $.50 a piece.
Funding Range: Varies
Terms: 2 grant cycles per year, January and July 1, with notification in two to three months.

Eligibility: Property owned by a government entity or public assisted private land. Project area must be on plantable land of 20 acres or more.

Backyard Conservation Program

Backyard Wildlife Habitat Program

Purpose: The Backyard Wildlife Habitat Program is sponsored by the National Wildlife Federation and encourages homeowners to "garden for wildlife". A kit with information on food, water, cover and place for raising young is available.

Buffer Incentive Program (BIP)

Purpose: Establish and maintain streamside forested buffers around the Bay and its tributaries.
Support Type: One time incentive payment on acres planted with buffers.
Available Funding: One time payment of $300 per acre upon verification of 65% seedling survival rate after 1 year. A reduced payment of 50% is payable for a survival rate of 50% to 65%.

Eligibility: Private landowner must have 1 - 50 acres, which is cropland, pastureland, or open or bare ground on early successional vegetation. Property must meet one of the following three criteria: 1) be within 300' of a stream, river, pond or non-tidal wetland; or 2) be with 300' plus 4' for every 1% slope for slopes averaging greater than 6%; or 3) be within the 100 year floodplain.

Chesapeake Bay Small Watershed Grants Program

Purpose: The National Fish and Wildlife Foundation in cooperation with the U.S. Environmental Protection Agency and other Chesapeake Bay Program partners, provides grants to organizations working on the local level to protect and improve watersheds in the Chesapeake Bay basin, while building citizen-based resource stewardship.

Funding Range: $5,000 to $50,000, in addition  5 Community Legacy Grants of up to $100,000 are awarded annually.
Terms: Annual grant cycle
Restoration Activity: Develop or implement a local watershed management plan OR promote locally based protection and restoration efforts that complement watershed management strategies. Chesapeake Bay Trust

Purpose: The Maryland General Assembly created the Chesapeake Bay Trust in 1985 to promote public awareness and participation in restoration and protection of the Chesapeake Bay. They offer grants for habitat restoration as well as riparian and wetland plantings.

Available Funding: Grants $1.00 - $2,000 reviewed on-going 4-6 weeks in advance of needing funds. Grants $2,000 - $25,000 are reviewed on a quarterly basis. Grants $25,000 - $50,000 RFP on annual basis.

Clean Water Action Plan Nonpoint Source Program (319 Grant)

State

Purpose: Support the goals of the 1998 Clean Water Action Plan through funding on the ground implementation of nonpoint source activities to improve water quality, aquatic and habitat health.
Support Type: Technical assistance and funding of local participation in the development of Watershed Restoration Action Strategies (WRAS) and funding of projects implementing adopted strategies.
Available Funding: Funds are pending Congressional approval. FY 2001 funding was $1.1 million with hopes of funding 15 projects.
Funding Range: $5,000 - $40,000; Non-profit organizations are limited to max $25,000 unless they are partnered with state, county or local jurisdiction.

Conservation Reserve Program (CRP)

Federal

Purpose: The program, administered by the Farm Service Agency, focuses on implementing conservation practices on highly erodible crop and pastureland by taking the land out of production for 10-15 years thereby improving water quality and wildlife habitat.
Support Type: Technical assistance and annual rental payments or cost-share payments.
Available Funding: Rental payments not to exceed $50,000/yr. Encourages wetland restoration by offering 25% of incurred costs in addition to 50% cost-share provided to establish approved cover.
Funding Range: Range of funding form ~$50 to $50,000 avg. $4,000
Terms: Land must be placed in a ten to fifteen year contract. Open enrollment.
Restoration Activity: Streamside buffers, filter strips, grassed waterways, contour grass strips, salt tolerant vegetation, shallow water areas for wildlife.
Eligibility: Land must have been in commodity crops for 2 out of the last 5 most recent years.

Conservation Reserve Enhancement Program (CREP)

State/Federal

Purpose: An enhancement to the CRP program CREP hopes to enroll 100,000 acres statewide.
Support Type: Technical assistance, sign up bonus per acre and annual rental rates, maintenance fee.
Available Funding: Eligible farmers receive one-time sign up bonus of $200 to $250 per acre depending on life of contract. Annual rental payments equal the cost per acre plus incentive payments from 75% to 100% per acre cost depending on type of buffer planted. Cost share funding available through other programs (see website) for installation of BMP's (stream fencing, water troughs, stream crossing, etc.) on land enrolled in CREP. Some BMP's are eligible for 40% bonus from USDA. Up to $10 per acre maintenance fee for life of contract.
Terms: 10 - 15 year agreements, open enrollment. Option of selling land into permanent easement.

Environmental Quality Incentives Program

Purpose: The program focuses on implementing conservation practices and BMP's on land involved with livestock and crop production, encouraging environmental enhancement.
Support Type: Cost-share and incentive payments, technical assistance.
Available Funding: Cost-sharing pays up to 75% of certain conservation practices, and incentives are given to perform land management practices. 50% of the available funding will be targeted at practices relating to livestock production.
Funding Range: Total payments do not exceed $10,000/yr or $50,000 for length of contract, average payment is $15,000.
Terms: Open enrollment, 5 to 10 year contracts depending on the conservation practices.
Restoration Activity: Grassed waterways, filter strips, manure management, nutrient management, integrated pest management, wildlife habitat management.

Five Star Restoration Challenge Grants

Purpose: The Five Star Restoration Challenge Grant Program is administered through the National Fish and Wildlife Foundation and is an outgrowth of the Clean Water Action Plan. Its purpose is to provide financial assistance to community-based wetland and riparian restoration projects with a focus on developing diverse partnerships and foster local natural resource stewardship.  The “stars” in the Five-Star program are the participants including: schools, local governments, local businesses, conservation and community orgs., state agencies, and foundations.

Freshwater Mussel Fund

Purpose: The Freshwater Mussel Fund is administered through the National Fish and Wildlife Foundation and U.S. Fish and Wildlife Service to enhance and protect freshwater mussel resources and restore mussel shell populations allegedly affected by illegal acts.

Available Funding: Resulted from a settlement agreement. Remaining funds are being held for state law enforcement use, especially those states involved in mussel investigations.

Maryland Agricultural Water Quality Cost-Share Program (MACS)
Providing Grants to Help Farmers Protect Natural Resources

Purpose: MACS Works for Farmers
Since 1984 the Maryland Agricultural Water Quality Cost-Share Program (MACS) has been helping farmers protect natural resources on their farms, maintain farm productivity, and comply with a growing number of federal and state environmental requirements. MACS provides farmers with grants to cover up to 87.5 percent of the cost to install best management practices (BMPs) on their farms to control soil erosion, manage nutrients and safeguard water quality in streams, rivers and the Chesapeake Bay. Cover crops planted after the fall harvest to soak up unused fertilizers, streamside buffers of grasses and trees planted to protect waterways from sedimentation and agricultural runoff, and animal waster systems designed to help farmers collect and use manure resources are among 30 BMPs currently eligible for funding.

The MAC Solution
Soil erosion poses the biggest threat to farm productivity and water quality in the Chesapeake Bay and its tributaries. Many of the BMPs that MACS supports are designed to reduce soil losses from farm fields, pastures, and sensitive areas. These include structural BMPs such as terrace systems, grade stabilization structures, and diversions, as well as vegetative BMPs such as grassed waterways, critical area plantings and contour farming.

Environmental laws, including the Chesapeake Bay Critical Area Law and the newly enacted Water Quality Improvement Act of 1998 require farmers to use certain BMPs as part of a larger, more comprehensive natural resources protection program. In response, several new BMPs designed to curb nutrient runoff and reduce the potential environmental impacts of animal operations have been added to the list of eligible practices. MACS now provides grants for heavy use protection areas, livestock crossings, nutrient management services and roof runoff systems. Farmers can also receive cost-share assistance to transport excess manure to other operations or alternative use facilities who can use the manure safely.
Support Type: Installation costs for BMP's
Available Funding: The cost of installing a best management practice varies from project to project and site to site. Factors to be considered include the scope of the problem, site characteristics, and cost effectiveness of the proposed project. Following are the maximum levels of financial assistance that MACS can provide to farmers.
Animal Waste Treatment & Containment Projects
Up to $75,000 per farm, with a maximum of $100,000 per farm, when combined with other BMPs.
Up to $75,000 per project under a pooling agreement to solve a pollution problem on two or more farms.
All Other BMPs
Up to $20,000 per project, with a maximum of $50,000 per farm
Up to $40,000 per project under a pooling agreement to solve a pollution problem on two or more farms.

Eligibility: You are eligible to receive a MACS grant if:
You are an individual, partnership corporation, trust or other business operating a Maryland farm, and 
Your proposed project meets a MACS eligibility criteria and cost-effectiveness requirements.
You may only qualify for MACS if:
You have an existing or potentially critical condition on agricultural land which causes soil, nutrients, or other pollutants to move off the land and enter state waters, or
Your proposed project will improve water quality.

Maryland Environmental Trust

Purpose: The Maryland Environmental Trust is a statewide land trust that promotes growth management through donation of conservation easements protecting farmland, forestland, wildlife habitat, waterfront, significant natural areas, historic sites and scenic properties.
Support Type: Provides contacts with local land trusts and puts land into conservation easements.

Maryland Waterfowl Restoration Program

Purpose: Managed through the MD DNR Wildlife and Heritage Division, this tax incentive program seeks to increase and improve wetlands and waterfowl habitat on private lands.
Support Type: Technical assistance, tax incentives
Available Funding: Expenditures made for projects are considered a contribution to the State of Maryland and used as tax deductions.  A form for tax purposes is presented each year following the inspection of the project.
Terms: 10 year license agreement (renewable)

Purpose: Administered by the MD DNR this program addresses shoreline and streambank erosion through the use of a variety of protection and habitat restoration methods, including structural and non-structural components.

Available Funding: 100% interest-free loans for local government sponsored projects of any type on community or public lands; 75% interest-free loans, NTE $25,000, for non-structural projects on private or community property.

North American Wetlands Conservation Act (NAWCA)

Purpose: The U.S. Fish and Wildlife Service and the North American Wetlands Conservation Council as authorized by the North American Wetlands Conservation Act of 1989 administer these programs with the intent of promoting long-term conservation of wetland ecosystems.

Purpose: This habitat restoration program, administered by the U.S. Fish and Wildlife Service, focuses on restoring cleared, drained or degraded wetlands (fresh and saltwater), streamside areas, and fish and wildlife habitats on private lands.

Reforestation Income Tax Modification Program

State

Purpose: Administered by the MD DNR Forest Service the Income Tax Modification Program provides tax incentives for forest landowners to manage their forestland.
Support Type: Income tax incentive.
Available Funding: Participants are allowed to deduct double the amount of reforestation or timber stand improvement costs from state income tax returns (less any cost-share assistance recv'd from other programs).
Terms: Timber stand and reforestation practices that are eligible must be in place for at least 15 years. Open enrollment.

Rural Legacy

State

Purpose: The Rural Legacy Program was established by the General Assembly to protect natural resources, farms, forests, and other sensitive environmental areas while maintaining the viability of resource-based economies and the proper management of tillable and wooded areas. The Program provides funds to local governments and land trusts to conserve land in designated Rural Legacy Areas. This is a community-up approach to land preservation, stressing partnerships among federal, state, and local governments and non-profit land trusts.

Saltonstall-Kennedy Grant Program

Purpose: NOAA’s National Marine Fisheries Service administers The Saltonstall-Kennedy Grant Program. It is designed to increase the environmental and economic health and productivity of commercial and recreational fisheries.
Support Type: Cost-share funding may be required
Available Funding: Budget pending Congressional approval; non-federal match may be required; must not exceed 50% of total budget. Recent solicitations have included a required cost share of 10% of total costs.
Terms: Annual grant cycle; projects funded for 12-18 months.
Restoration Activity: Reduce/eliminate impacts of harmful fishing activity on fish habitat has been a priority in recent solicitations, although funding priorities may vary from year to year.

State Water Quality Revolving Loan Fund

State

Purpose: This program is administered through the Maryland Department of the Environment to assist local government in financing water quality improvement projects for both point and nonpoint source pollution and to insure compliance with federal and State water quality requirements.
Support Type: Funding and technical assistance, low-interest rate loans
Available Funding: SRF loans can be provided for up to 100% of eligible project costs and cover planning, design, and construction expenses. Interest rates are at 25% (~1.5%) of market for most borrowers and 10% (~0.5%) of market for economically distressed communities.
Terms: Loan repayment period for up to 20years after project completion. Pre-applications accepted throughout the year.

Stream ReLeaf

Purpose: Through the help of the MD DNR and other agencies and organizations the Stream ReLeaf initiative strives to reach the statewide goal of creating 600 miles of riparian forest buffers by the year 2010.  Existing incentive programs like CREP help to achieve this goal.

Tree-Mendous Maryland

Purpose: To help plant trees for the benefit of the natural environment, in particular the health and restoration of the Chesapeake Bay.
Support Type: Workshops for communities interested in the program; technical expertise, availability of native trees and shrubs at reasonable prices; recognition of community efforts through PLANT Awards (People Loving And Nurturing Trees.)
Available Funding: Native trees and shrubs can be purchased through the program. The Gift of Trees allows participants to purchase the gift of a tree for $25.00.
Terms: Open enrollment
Restoration Activity: Containerized trees and shrubs for planting on public land and community open space.
Eligibility: Community groups, schools, local governments, scouts, and service organizations may purchase stock for planting on public land.

Watershed Assistance Grants (WAG)

Wetlands Reserve Program (WRP)

Purpose: This program, administered through the Natural Resource Conservation Service, seeks to secure conservation easements and provide cost-share assistance to restore, protect and enhance wetlands and eligible buffers.
Support Type: Provides funds for permanent easements and cost-share assistance for wetland restoration.
Available Funding: Permanent easement payment of lesser than value of land, established cap or landowner offer and 100% of the restoration costs; Thirty year easement payment is 75% of that for permanent easement and 75% of the restoration costs; ten-year cost share offers 75% of restoration costs.

Wildlife Habitat Incentives Program (WHIP)

Purpose: This program, administered through the MD Natural Resource Conservation Service, was designed to promote the development or restoration of wildlife habitat, aquatic habitat, and adjacent streambanks and uplands on primarily private lands.
Support Type: Provides funding and technical assistance for installing wildlife habitat, and preparing a habitat development plan.
Available Funding; Cost-share, with NRCS providing 75% of the cost for installing the habitat, can be used in conjunction with larger conservation plan.
Terms: Agreement lasting five to ten years; open enrollment
Eligibility: federal land but focus is on private landowners; must dedicate at least one acre of land to wildlife habitat improvement.

Purpose: Provide cost sharing assistance for tree planting, site preparation and timber stand improvement practices.
