IN THE
ZONE is a service from
the Maryland Department of Natural Resources' Chesapeake & Coastal Program (CCP) that delivers timely
information, tools and resources to those living and
working in Maryland's coastal
zone. |

CCP REQUESTS PRE-PREPOSALS FOR THE
FY10 CELCP
COMPETITION
On January 2, NOAA published a federal
register notice announcing the FY10 Coastal and Estuarine Land Conservation
Program (CELCP) competition. CCP
implements the CELCP program and state-review portion of
the competition for Maryland and project pre-proposals
for FY10 funding will be due no later than March 10,
2009.
This program offers eligible state or
local government entities the opportunity to apply for
up to $3,000,000 (with 1:1 non-federal match) in federal
funds through a competitive process to purchase
fee-simple or place into permanent conservation easement
important coastal properties. The CELCP program
offers this funding to help protect important coastal
and estuarine areas with significant conservation,
recreation, ecological, historical, or aesthetic values,
or that are threatened by conversion from their natural
or recreational state to other uses. Once a
project goes through the state review, CCP will work
with the selected project leads to prepare them for
entry to the national competition at the end of
March. Communities with
questions about CELCP eligibility, the state review
process and the state CELCP Plan, application
requirements, or other CELCP-related subjects, please

WATERSHED ASSISTANCE GRANT PROGRAM
NOW ACCEPTING APPLICATIONS
The Watershed Assistance Grant
Program is currently accepting applications
for planning and design grants through the Maryland
Department of Natural Resources and the Chesapeake
Bay Trust.
A major
part of the Watershed
Assistance Collaborative established in response
to the Chesapeake & Atlantic Coastal Bays 2010 Trust
Fund, the Watershed Assistance
Grant Program will provide
technical and funding assistance to local
governments and communities for planning, design and
training related to watershed implementation activities.
The Chesapeake Bay Trust and Maryland Department of
Natural Resources welcome requests that will address
protection and restoration efforts that lead to improved
water quality in the Maryland portion of the Chesapeake
Bay watershed and the Maryland Coastal Bays. Watershed
planning, assessment, site design (small watershed
action plans), forestry, agriculture, wetland,
stormwater and other urban design practices will be
accepted.

MEET EVA:
THE CHESAPEAKE BAY EROSION VULNERABILITY ASSESSMENT
TOOL
A new decision support
tool has been developed to identify shoreline areas in
the Chesapeake Bay that have demonstrated historic
patterns of instability, and currently support valued
natural, social, or economic resources. As a
planning tool, the Erosion Vulnerability Assessment
(EVA) uses a 50-year planning window to
project shoreline position in 50 years and identify what
resources will be vulnerable. EVA was
developed through a partnership between Maryland
Department of Natural Resources, the Baltimore District
Army Corps of Engineers, and the Virginia Institute of
Marine Science (VIMS). It was designed as an
online interactive map interface to inform local
planners where community infrastructure, cultural
resources, and habitat are potentially at risk from
erosion in the future. As a planning tool, the
final products can enhance or redirect future
development options for individual communities, and
define areas where opportunities for conservation
easements could be directed.

NOAA
COASTAL FELLOW AWARDED TO CHESAPEAKE & COASTAL
PROGRAM TO WORK ON SEA LEVEL RISE AND COASTAL
HABITATS
NOAA's Coastal Services Center selected
Maryland's Chesapeake & Coastal Program as one of
the state coastal programs that will receive a
Coastal Fellow from 2009-2011. The Fellow's
project will be "Coastal Land Conservation in
Maryland: Targeting Tools and Techniques for Sea Level
Rise Adaptation and Response" and will
help CCP and the state of Maryland identify high
priority coastal habitats threatened by sea level rise
and climate change and direct management and restoration
activities to protect their long-term viability.
CCP is currently identifying individuals
to serve on the Fellow's advisory group. If you
are interested in discussing the project, please contact

will complete a master's, doctoral or professional
degree program in natural resource management or
environmental-related studies at an accredited U.S.
university between January 1, 2008 and July 31,
2009 are eligible to apply for the fellowship
program.

 ANNOUNCING DNR'S STREAM WADERS
VOLUNTEER STREAM SAMPLING
TRAINING
Maryland DNR needs your help to fill the gaps in
areas being sampled by Maryland Biological Stream
Survey crews in 2009. The Stream Waders Volunteer Stream
Sampling Program will be holding four Stream Waders
training sessions. Please come learn how you can
continue to help Stream Waders
contribute to Maryland's statewide water quality
monitoring on a Saturday.

ANNUAL MEETING OF MARYLAND'S TRIBUTARY
TEAMS Mark your calendars! The 13th Annual Meeting of Maryland's
Tributary Teams will be held Saturday, February 7, 2009
from 9:00 a.m. to 3:30 p.m. at the Maryland
Department of the Environment (MDE) Montgomery Park
Building in Baltimore, MD. The registration table opens
at 8:30 a.m. This year's meeting theme will be,
"Close to the Source: Local Success Stories in Bay
Restoration".
All tributary team
members, team meeting participants, future team members
and anyone interested are invited to attend. There is no
registration fee however, registration space is limited.
Lunch, breaks and parking will be provided.

COASTAL BAYS
