HUNDREDS
OF MARYLAND'S
COASTAL LEADERS ATTEND "BUILDING COAST-SMART
COMMUNITIES" INTERACTIVE SUMMIT
IN ANNAPOLIS
On
behalf of Governor Martin O'Malley, the Chesapeake &
Coastal Program extends a warm thank you to the over 170
participants who attended Monday's "Building
Coast-Smart
Communities" interactive summit. This event marked
the kick off of Maryland's
Coast-Smart
Communities Initiative, a new program committed to
providing technical and financial assistance to
coastal communities to help address their vulnerability
to the impacts of climate change.

From
town mayors and state elected officials to city planners
and emergency managers, the event brought together
community leaders to discuss and work through climate
change and sea level rise adaptation measures using a
scorecard based on real world actions that Maryland's
coastal communities could take to protect their people,
infrastructure and investments from future risk.
Developed with the help of state and local experts, the
Coast-Smart
Communities scorecard
provided a mechanism for participants to learn about the
difficult choices Maryland's communities face: how to
anticipate risks and opportunities; and how to build
readiness, adaptability and resilience.

FINANCIAL AND
TECHNICAL ASSISTANCE AVAILABLE THROUGH MARYLAND'S NEW COAST-SMART
COMMUNITIES INITIATIVE
 Through the Coast-Smart
Communities Initiative, the Chesapeake & Coastal
Program is positioned to work with coastal communities
on adapting to the impacts of climate change and sea
level rise. Providing key technical and financial
resources will allow communities to begin navigating the
process of building resilience.
At the "Building Coast-Smart
Communities" summit Secretary Griffin, on behalf
of Governor O'Malley, introduced a competitive grant
program through which local governments may apply for
awards of up to $75,000. The grant program will assist
communities that pursue the type of adaptation measures
and actions found on the Coast-Smart
Communities scorecard used at the interactive
summit. The State will accept proposals through May 22,
2009.

RESILIENT COASTS
BLUEPRINT REPORT RELEASED Coalition
Led by The Heinz Center and CERES Offers Recommendations
to Obama Adminstration,
Congress
As another hurricane
season approaches and government leaders debate U.S.
climate policy, a first-ever coalition of leading
insurers, public officials, risk experts, builders and
conservation groups recently announced
a bold
blueprint of policy changes and
common sense actions that could reduce economic losses
from future storms and rising sea levels by as much as
half along U.S. coastlines. The coalition urges the
Obama Administration, Congress, local leaders and the
private sector to see that these actions are implemented
through regulation, investment, education and other
means.
Directed by The Heinz Center and
CERES (Coalition for Environmentally
Responsible Economies), the blueprint was endorsed
today by a diverse group, including The Travelers
Institute, The Nature Conservancy, National Oceanic and
Atmospheric Administration, the Wharton School, and the Mayor of Charleston,
S.C.

The blueprint's specific
recommendations include:
- Enabling planning
for climate impacts by providing the necessary science
and decision-making tools;
- Requiring
risk-based land use planning;
- Designing
adaptable infrastructure and building code standards
to meet future risk;
- Strengthening
ecosystems as part of a risk mitigation strategy;
- Developing
flexible adaptation plans;
- Maintaining a
viable private property and casualty insurance market;
- Integrating
climate change impacts into due diligence for
investment and lending.

JOINT OCEAN COMMISSION
INITIATIVE RELEASES RECOMMENDATIONS TO OBAMA
ADMINISTRATION AND CONGRESS
The Joint Ocean Commission
Initiative is pleased to announce the release of
Changing Oceans, Changing World: Ocean Priorities for
the Obama Administration and Congress, which
describes specific, top priority actions urgently needed
by the Obama Administration and Congress to restore the
health of our ocean and coastal ecosystems, communities,
and economies. The report reflects a diversity of
viewpoints within the ocean community while honing in on
those ocean policy reforms the Joint Initiative believes
are most urgently needed over the next two to four

CHESAPEAKE
EXECUTIVE COUNCIL TO MEET ON MAY 12 AT MOUNT
VERNON
The
Chesapeake Executive Council will hold its annual
meeting on Tuesday, May 12 at Mount Vernon, Virginia.
The Executive Council sets the policy agenda for the
Chesapeake Bay Program. Among the topics on the meeting
agenda are two-year milestones, a timeline for
restoration and the Chesapeake Bay TMDL. Participants in
the May 12 meeting will include top executives from the
U.S. Environmental Protection Agency, U.S. Department of
Agriculture, the six Bay states, the District of
Columbia and the Chesapeake Bay Commission.

WATERSHED
ASSISTANCE COLLABORATIVE WELCOMES REGIONAL
SPECIALISTS Maryland's
Watershed
Assistance Collaborative (WAC) is pleased to
welcome two new regional specialists to assist local
governments and communities in achieving their
watershed
protection and restoration goals. Jennifer Dindinger and
Amanda Rockler, who will serve the Eastern and Western
Shores respectively, will coordinate with State, federal
and non-profit organizations to provide watershed
planning, implementation and restoration assistance,
foster enhanced coordination and outreach, and
