The Clean Water Action Plan charts a course toward fulfilling the original goals of the Clean Water Act -- fishable, swimmable and safe waters for all Americans.  The Action Plan presents a broad vision of watershed protection -- in which protections for coastal and estuarine waters, surface freshwater, wetlands, groundwater, and America's natural resources are integrated with traditional clean water and human health objectives.
