Frederick County - On Wednesday, August 1, the Maryland Natural Resources Police charged four adults and four juveniles with alcohol violations in a trail shelter on the Appalachian Trail near Gathland State Park. NRP was patrolling the area because of incidents involving underage alcohol consumption and littering violations in the past.

The adults charged were charged with possession of an alcoholic beverage by a person under 21 years of age were Matthew Craig Sloan, 18, of Knoxville, Daniel Stewart Perkins, 18, of Keedysville, Emily Anne Kilpatric, 18, of Sharpsburg, and Scott Cameron Race, 18, of Boonsboro.

The four 16- to 17-year-old juveniles, of Boonsboro, Rohrersville and Knoxville, were referred to the Department of Juvenile Services and released to a parent.

Garrett County – On Saturday, August 4, at 9:55 p.m., the Maryland Natural Resources Police (NRP) charged Marc Robert Stathers, 31, of Fredericktown, Pa. with operating a vessel while under the influence of alcohol on Deep Creek Lake.

Stathers was stopped by NRP for operating his vessel without proper navigational lights after sunset. Stathers displayed signs of intoxication and after failing field sobriety tests, was placed under arrest and charged with operating a motor vessel while under the influence of alcohol, operating a motor vessel while impaired by alcohol, operating a motor vessel while under the influence of alcohol and/or drugs, and operating a vessel between the hours of sunset and sunrise without proper navigation lights. He was released on his signature.

Garrett County – The Maryland Natural Resources Police charged six individuals with alcohol violations on Deep Creek Lake.

On Sunday, August 5, at 12:35 a.m., NRP stopped Ian Michael Przystup, 20, of Oakland after hearing the pontoon boat he was operating strike the fuel dock at Bill’s Marine Service. Przystup displayed signs of intoxication and after failing field sobriety tests, was placed under arrest and transported to the Maryland State Police McHenry Barrack. Przystup took a breath test, which registered a blood alcohol concentration of .06 percent. He was charged with operating a vessel while under the influence of alcohol, operating a vessel while impaired by alcohol and possession of an alcoholic beverage by a person under 21 years of age.

NRP also charged the following passengers of Przystup’s vessel with possession of an alcoholic beverage by a person under 21 years of age: Brett Dugan, 19, of Swanton; Danielle Glotfelty, 19, of McHenry; Tracy Bowman, 20, of Accident; Randi Rodeheaver, 20, of McHenry; and Lucas Pratt, 20, of Frostburg.

Garrett County – On Saturday, August 4, at 9 p.m., the Maryland Natural Resources Police charged Christopher James Nelson, 31, of Cumberland with operating a vessel while under the influence of alcohol in the Holy Cross area of Deep Creek Lake.

Nelson was stopped by NRP for operating his vessel without proper navigational lights after sunset. Nelson displayed signs of intoxication was placed under arrest and transported to the Maryland State Police McHenry Barrack. Nelson took a breath test, which registered a blood alcohol concentration of .13 percent. He was charged with operating a motor vessel while under the influence of alcohol and/or drugs, operating a vessel between the hours of sunset and sunrise without proper navigation lights, and insufficient number of personal flotation devices (PFDs).

Garrett County – On Saturday, August 4, at 11:40 p.m., the Maryland Natural Resources Police charged William Harold Fredlock IV, 42, of Swanton with operating a vessel while under the influence of alcohol in the McHenry Cove area of Deep Creek Lake.

Fredlock was stopped by NRP for operating his vessel without proper navigational lights after sunset. Fredlock displayed signs of intoxication was placed under arrest and transported to the Maryland State Police McHenry Barrack. Fredlock took a breath test, which registered a blood alcohol concentration of .16 percent. He was charged with operating a motor vessel while under the influence of alcohol and operating a vessel between the hours of sunset and sunrise without proper navigation lights.

Garrett County – On Thursday, August 2, at 11:45 p.m., the Maryland Natural Resources Police charged Douglas Edward Halterman, 44, of Oakland with driving while intoxicated at Swallow Falls State Park.

NRP stopped Halterman for driving erratically at the main entrance of the park. Halterman displayed signs of intoxication was placed under arrest and transported to the Maryland State Police McHenry Barrack. He was charged with driving under the influence of alcohol, driving while impaired by alcohol, driving while impaired by drugs or drugs and alcohol and entering lands owned or managed by the Service after posted hours of closing to public use. Swallow Falls State Park closes at sunset and visitation to the campground ends at 11 p.m. for quiet hours. Halterman was not a registered camper.

NRP transported Halterman to the Garrett County Detention Center to await a hearing with a Garrett County District Court Commissioner after he refused to sign charging documents at the barrack. On the morning of August 3, Halterman was released on his own personnel recognizance.

Kent County – On Sunday, August 5, at 5:40 p.m., the Maryland Natural Resources Police charged Robert Ernest Blisard Jr., 34, of Clayton, Del. with operating a vessel while under the influence of alcohol on the Chester River near Rolph’s Wharf.

NRP stopped and checked Blisard’s vessel after observing he and his passengers, an adult female and her five children, crabbing. Blisard displayed signs of intoxication and after failing field sobriety tests, was placed under arrest and transported to the Maryland State Police Centreville Barrack. Blisard took a breath test, which registered a blood alcohol concentration of .15 percent. He was charged with operating a vessel while under the influence of alcohol, operating a vessel while impaired by alcohol, and failure to possess certificate of boating safety education.

Worcester County – On Friday, August 3, at 12:05 a.m., the Maryland Natural Resources Police charged four individuals with alcohol violations in the campground of Assateague State Park. NRP entered the campsite to investigate a quiet hour noise violation.

The following 20-year olds were charged with possession of an alcoholic beverage by a person under 21 years of age: Brittany Rose Estrain of Columbia, Katherine Claire Matz of Ellicott, Melissa Anne Vannoy of Fulton and Elizabeth Mary Clark of Clarksville.
