Carroll County – On Friday, Dec. 14, David Donald Todd, 53, of Glen Burnie was found guilty of indecent exposure and disorderly conduct in Carroll County District Court. He was sentenced to 3 years imprisonment in the Department of Public Safety and Correctional Services system.

The Maryland Natural Resources Police (NRP) arrested and charged Todd on Friday, August 10, at 3:15 p.m., with indecent exposure in the McKeldin area of Patapsco Valley State Park.

NRP responded to the park for a report of a nude man walking in the area of the McKeldin Rapids Trail. Todd was arrested and charged with two counts of indecent exposure and one count of disorderly conduct. He was released from the Carroll County Detention Center on $7,500 cash bond.

Talbot County – The Maryland Natural Resources Police continue their investigation of a hunting accident that occurred on Saturday, Dec. 15, at 8:45 a.m. on private property off of Roslyn Farm Road near Trappe.

Edward C. Waitkaitis Jr., 40, of Arlington, Va., was struck in the eye by a pellet while goose hunting with friends. Members in the hunting party transported Waitkaitis to Memorial Hospital in Easton. Waitkaitis was later flown to the University of Maryland R. Adams Cowley Shock Trauma Center by MedSTAR helicopter in critical but stable condition.

Investigators are not releasing the name of the alleged shooter at this time. The incident is an open ongoing investigation.

Washington County – On Saturday, Dec. 15, at 8:37 p.m., the Maryland Natural Resources Police charged Bryan Leon Welch, 42, of Sharpsburg with casting rays of artificial light on fields or woodland while having a weapon in possession capable of killing deer.

NRP observed Welch allegedly shine the headlights of his vehicle into a field along College Road near Hagerstown. NRP stopped and charged Welch for the violation and seized as evidence one .22 magnum caliber rifle and ammunition. A court date of Jan. 24, 2008 has been scheduled for Welch in Washington County District Court.
