Garrett County – On Wednesday, April 9, Ryan Richard Folk, 30, of Grantsville pleaded guilty in Garrett County District Court to driving a motor vehicle while under the influence of alcohol per se.

Folk was stopped and charged by the Maryland Natural Resources Police (NRP) on Nov. 3, 2007 while he was operating a red pickup truck as it turned onto Tice Road from an adjacent farm road. NRP was in the area investigating a report of shots fired from a red pickup truck on Tice Road.

Folk received probation before judgment, 18 months of supervised probation, 20 days in the Garrett County Detention Center to be served on 10 consecutive weekends and 60 days of home confinement.

Garrett County – On Thursday, April 10, at 2:45 p.m., the Maryland Natural Resources Police charged Bradley E. Collins, 32, of Oakland with fishing in a youth fishing area. Collins was issued a citation after NRP observed him fishing at the Glades Park Pond in Oakland.

Glades Park Pond is one of a few special trout management areas designated as a Youth and Blind Persons Fishing Area. These areas have special provisions that limit fishing to youth less than 16 years old and blind individuals.

The following is a list of special trout management areas designated for trout fishing by youth less than 16 years old, individuals who are 65 years old and older, and blind individuals.

Garrett County – On Sunday, April 13, at 12:05 a.m., the Maryland Natural Resources Police charged a Pennsylvania man with driving while intoxicated on Mayhew Inn Road near Thayerville.

NRP initiated a traffic stop on Kevin J. Siesky, 39, of Grindstone, Pa. for towing a trailer that did not display proper lights. During the course of the traffic stop, Siesky was arrested for driving a vehicle while under the influence of alcohol, driving a vehicle under the influence of alcohol per se, driving a vehicle while impaired by alcohol and operating a motor vehicle without required tail lamps. Siesky had an active arrest warrant for failure to appear on previous driving while impaired charges.

Siesky was transported to the Garrett County Detention Center and later released after posting $5,000 bond on the current impaired driving charges and $2,500 bond on the failure to appear warrant.

Montgomery County – On Friday, April 4, Maryland Natural Resources Police charged three Virginians with tree expert business violations in Derwood.

NRP charged Stephen W. Jenkins, 24, of Culpepper, Va., with operating a tree expert business without a license and advertising or soliciting an unlicensed tree business. Heather M. Payne, 24, of Remington, Va. was charged with advertising or soliciting an unlicensed tree business and Jeffery T. Smith, 44, of Mitchells, Va. was charged with operating a tree expert business without a license. Smith is the owner of Cedar Mountain Tree and Landscaping in Mitchells, Va.

NRP started the investigation after receiving a complaint from a concerned citizen that his elderly mother unknowingly hired a tree company that was not licensed through the Department of Natural Resources.

The Maryland Forest Service, Consumer Services Department of Montgomery County and Montgomery County Police Department assisted NRP with the incident. Consumer Services Department of Montgomery County continues their investigation.

St. Mary’s County – On Thursday, April 10, at 11:35 p.m., the Maryland Natural Resources Police investigated a boating accident at the mouth of Washington Creek on the Patuxent River near Mechanicsville.

Christopher G. Blyler, 39, of Mechanicsville was operating his 23-foot vessel with four passengers when he allegedly struck a submerged object in the river. During the investigation, Blyler was arrested and charged with operating a vessel while under the influence of alcohol, operating a vessel while impaired by alcohol and/or drugs, negligent operation and failure to display registration numbers on vessel. Blyler was transported by NRP to the Maryland State Police Leonardtown Barrack and later released on his signature.

A court date of June 27 has been scheduled for Blyler in St. Mary’s County District Court. St. Mary’s County Sheriff’s Office and the Mechanicsville Volunteer Fire Department assisted NRP with the incident.
