Maryland Natural Resources Police Blotter
Allegany County – On Saturday, June 21, at 11:06 p.m., the Maryland Natural Resources Police (NRP) arrested Robert L. Westover Jr., 24, of Augusta, W.Va. on drug charges while patrolling the campgrounds in Rocky Gap State Park. NRP entered the campsite to investigate a quiet hour noise violation.
Westover was charged with possession of a controlled dangerous substance (CDS), marijuana; and possession of CDS paraphernalia. Westover was taken before a District Court Commissioner, where he was released on personal recognizance.
Anne Arundel County – On Saturday, June 21, at 11:05 p.m., the Maryland Natural Resources Police arrested Mattigan C. McMichael, 28, of Annapolis for operating a vessel while under the influence of alcohol on the West River.
NRP stopped McMichael for allegedly exceeding the posted 6 knot speed limit and not displaying proper navigational lights on his vessel. McMichael was transported to the Maryland Transportation Authority Police William Preston Lane, Jr. Memorial Bridge facility for processing and charged with operating a vessel while under the influence of alcohol, operating a vessel while impaired by alcohol, negligent operation and operating a vessel between the hours of sunset and sunrise without proper navigation lights. He was released on his signature.
A court date of Sept. 9 has been scheduled for McMichael in Anne Arundel County District Court.
Anne Arundel County – On Sunday, June 22, at 2:55 a.m., the Maryland Natural Resources Police arrested Timothy J. Kimmel, 27, of College Park for operating a vessel while under the influence of alcohol on Spa Creek.
NRP stopped Kimmel for allegedly not displaying proper navigational lights on his vessel. Kimmel was transported to the Maryland Transportation Authority Police William Preston Lane, Jr. Memorial Bridge facility for processing and charged with operating a vessel while under the influence of alcohol, operating a vessel while impaired by alcohol and or drugs and operating a vessel between the hours of sunset and sunrise without proper navigation lights. He was released on his signature.
A court date of August 12 has been scheduled for Kimmel in Anne Arundel County District Court.
Cecil County – On Saturday, June 21, at 9:40 p.m., the Maryland Natural Resources Police charged Ryan J. Pack, 23, of Elkton for operating a vessel while under the influence of alcohol on the Elk River near Welch Point.
NRP stopped Pack for allegedly turning his vessel in front of the police vessel. The officer slowed his vessel to avoid a collision. Pack was charged with operating a vessel while under the influence of alcohol, operating a vessel while impaired by alcohol and operating a vessel while impaired by alcohol and or drugs. He was released on his signature.
Cecil County – On Saturday, June 21, at 11:30 p.m., the Maryland Natural Resources Police charged three juveniles and five adult with multiply violations in the Fair Hill Natural Resources Management Area (NRMA).
Individuals charged are: Jonathan L. Ramey, 19, of Elkton for illegal entry and trespassing on posted property; Roland D. Baumbarger, 19, of Elkton for illegal entry, trespassing on posted property and possession of an alcoholic beverage by a person under 21 years of age; Jeffrey M. Hawkins, 19, of Conowingo, for trespassing on posted property and possession of an alcoholic beverage by a person under 21 years of age; Michael E. J. Gibson, 18, of Elkton, for trespassing on posted property and possession of an alcoholic beverage by a person under 21 years of age; and Andrew M. Campbell, 18, of Elkton for illegal entry and possession of an alcoholic beverage by a person under 21 years of age.
NRP charged three 17-year-old juveniles of Elkton with possession of an alcoholic beverage by a person under 21 years of age, possession of a tobacco product by a minor, illegal entry and trespassing on posted property. NRP referred the charges to the Department of Juvenile Services and released the juveniles to the custody of their parents.
Garrett County – On Friday, June 20, at 9:45 p.m., the Maryland Natural Resources Police arrested Chad M. Kolich, 30, of Hagerstown for operating a vessel while under the influence of alcohol on Deep Creek Lake.
NRP stopped Kolich for allegedly not displaying proper navigational lights on his vessel. Kolich was transported to the Maryland State Police McHenry Barrack for processing and charged with operating a vessel while under the influence of alcohol, operating a vessel while impaired by alcohol and or drugs and operating a vessel between the hours of sunset and sunrise without proper navigation lights. He was released on his signature.
Garrett County – On Saturday, June 21, at 5:15 p.m., the Maryland Natural Resources Police charged three individuals with alcohol violations in the parking lot of Swallow Falls State Park.
NRP issued citations to Jeffery R. Zutter Jr., 22, Nathaniel J. Meals, 21, and Mark Z. A. Zeher, 22 all of Pittsburgh, Pa. for consuming an alcohol beverage in a non-designated area. An individual may not consume or possess an open container of an intoxicating beverage on a parking lot, roadway, trail, or other designated area within a state park.
Garrett County – On Saturday, June 21, at 8:30 p.m., the Maryland Natural Resources Police charged three individuals with alcohol violations in a camping area of Potomac Garrett State Forest.
NRP charged William A. Hack and Cody D. Prahl, both 19 and of Oil City, Pa. with possession of an alcoholic beverage by a person under 21 years of age and possession of fireworks in a state forest. Ronald A. Hack Jr., 21, of Oil City, Pa. was charged with furnishing alcoholic beverage for underage consumption.
Garrett County – On Saturday, June 21, at 10:08 p.m., the Maryland Natural Resources Police charged three individuals with alcohol violations in the campground area of Swallow Falls State Park.
The following individuals were charged with possession of an alcoholic beverage by a person under 21 years of age: Patrick C. Hanagan, 20, of Frederick, Christopher J. Reisberg, 18, of Westminster, and Mark G. Gilliece Jr., 18, of Mt. Airy.
Howard County – On Saturday, June 21, at 9:28 p.m., the Maryland Natural Resources Police charged seven individuals with alcohol violations in the Hollofield campground area of Patapsco Valley State Park.
The following individuals were charged with possession of an alcoholic beverage by a person under 21 years of age: Allison S. Vanocker, 19, of Berwyn, Pa., Ronald L. Musselman II, 19, of Brunswick, Nicholas M. Jameson 19, of Columbia, Adam J. Villamor, 19, of Columbia, Julia E. Cunningham, 19, of Derwood, Michelle E. Brown, 19, of Frederick, and Eric R. Lang, 19, of Ellicott City.
