Anne Arundel County On 5/22/09 at 11:00 pm, The Maryland Natural Resources Police (NRP) observed a 21 foot vessel operating in the Annapolis Harbor without proper navigational lights. The vessel operator was Cleveland Forbes Horton of Annapolis, Maryland. Forbes was charged with operating a vessel with improper navigational lights, operating a vessel with insufficient number of personal floatation device, negligent operation of a vessel, operating a vessel under the influence of alcohol, operating a vessel while impaired by alcohol.
Anne Arundel County On 5/23/09 at 12:07 am, the Maryland Natural Resources Police stopped a vessel in the Annapolis Harbor for operating without proper navigation lights. The operator of the vessel was David Ray Whitlow of Crownsville, Maryland. Whitlow was charged with operating a vessel while under the influence of alcohol and operating a vessel while impaired by alcohol. A court date 8/4/09 has been set in Anne Arundel District Court.
Anne Arundel County On 5/23/09 at 12:30 am, Levinh Nguyen was operating a vessel on Stoney Creek, Anne Arundel County. The Natural Resources Police Officer stopped the vessel for negligent operation of the vessel. Nguyen was charged with operating a vessel under the influence of alcohol, operating a vessel while intoxicated, operating a vessel in a negligent manner and failing to have his boaters safety card in possession. A court date has been set for July 14, 2009 in Anne Arundel County.
Anne Arundel County The United States Coast Guard stopped a vessel in the Annapolis Harbor on 5/23/09 at 12:58 am. USCG suspected the vessel operator to be operating a vessel under the influence of alcohol and contacted the Maryland Natural Resources Police. NRP determined the vessel operator was Robert Michael Catlett of Davidsonville, Maryland. NRP charged Catlett with operating a vessel under the influence of alcohol and operating a vessel while impaired by alcohol
Anne Arundel County On 05/24/09 at 3:00 am, the Maryland Natural Resources Police stopped a vehicle for failing to stop at a red light at Rowe Blvd and Taylor Ave. James Martin Whieldon of Severn, Maryland failed field sobriety test. Whieldon was charged with failing to stop at red signal before right turn, negligent driving, driving under the influence of alcohol, driving while impaired by alcohol and driving in violation of license restriction.
Anne Arundel County On 05/23/09 at 10:17 pm., the Maryland Natural Resources Police stopped a vessel for operating with additional lights other than those prescribed by Federal Regulations in the Annapolis Harbor. The operator was identified as Ryan Michael Miller of Arnold, Maryland. Miller was charged with operating a vessel under the influence of alcohol, operating a vessel while impaired by alcohol and failure to obey the rules of the road: rule 23 prescribed Navigational Lights.
Anne Arundel County On 5/24/09 at 11:30 pm, Natural Resources Police Officers observed a vessel run aground near the mouth of Grays Creek, Anne Arundel County. The operator of the vessel was identified as Christopher Erwin Allgauer of Pasadena, Maryland. Allgauer failed field sobriety test. Allgauer was charged with negligent operation of a vessel, operating a vessel while impaired by alcohol and operating a vessel under the influence of alcohol. A court date of August 25, 2009 has been set in Anne Arundel County.
Garrett County The following individuals were charged with possession of alcohol by a person under 21 years of age on 5/22/09 and 5/23/09 at Savage River State Forest.
1) Kyle Robert Hartman of Keyser, West Virginia.
2) Gregory Allen Clark 2nd of Keyser West Virginia.
3) Jessie Charles Bradley of Piedmont, West Virginia
4) Christopher Tyler Dawson of Piedmont, West Virginia.
5) Patrick Gregory May of Annapolis, Maryland
6) Austin Ryan Willis of Cresaptown, Maryland
7) Christopher David Saweikis of Westernport, Maryland
Garrett County - David Richard Grady 2nd of Piedmont, West Virginia and Nathan Aaron Keplinger of Burlington West Virginia were charged with providing alcohols to minors. The fine and court date are to be set by the court.
Garrett County - On 5/23/09 at 3:28 am, at the Governor Thomas Overlook, Stephanie Marie Dolly was charged with possession of alcohol by a person under 21 years of age.
Worcester County ON 5/24/09 at 5:00 pm, Maryland Natural Resources Police responded to the area of Herring Creek, Worcester County for an investigation of a boating accident. The investigation revealed that a 13 year old juvenile was operating a personal watercraft in violation of the law. The juvenile attempted to approach the dock and drove the watercraft under a dock. The operator/juvenile hit the dock and was knocked off into the water. The juvenile suffered serious injuries and was airlifted to the Johns Hopkins Shock trauma by the Maryland State Police Medivac. Brian Jay Dalamater was charged with knowing allow a person under 16 years of age to operate a personal watercraft and failure to posses valid registration for the personal watercraft. This accident is being investigated by the Maryland Natural Resources Police Special Operation Division.
