
Maryland Natural Resources Police Blotter
Garrett County – On October 9, 2010 at 3:00 p.m., the Maryland Natural
Resources Police (NRP) arrested Owen Hitchens Preston, 77, of Berlin, Pa., for
driving under the influence of alcohol, driving while impaired by alcohol,
driving under the influence of alcohol per se, and driving in violation of his
license restriction. Initial contact with Preston occurred at Westernport Road
and Pine Swamp Road in Savage River State Forest when an officer stopped to
check on him as he was parked on the side of the road. The officer found Preston
to be under the influence of alcohol and warned him against driving. Preston was
stopped two minutes later as he attempted to drive down the roadway. A court
date has not been set for this case.
Worcester County – On October 9, 2010 at 1:20 a.m., NRP charged Adam Ray
Shaulis, 46, of Selbyville, Del., with possession of crack cocaine, and three
counts of drug paraphernalia. Initial contact with Shaulis occurred at Willard’s
Bypass Road in Worcester County when an officer stopped to check on him as he
was parked on the side of the road. NRP arrested Shaulis when it was discovered
that he had an outstanding warrant through the Worcester County Sheriff’s
Office. During the arrest, officers discovered numerous items used to smoke
crack cocaine that contained suspected crack cocaine residue. Shaulis was
transported to the District Court Commissioner in Snow Hill where a commissioner
imposed an $8,000 bond on his outstanding warrant and a $5,000 bond for his drug
charges. Shaulis was incarcerated in the Worcester County Detention Center.
Shaulis is set to appear in District Court of Maryland in Snow Hill on February
18, 2011.
Kent County – NRP recovered the body of a missing commercial waterman who
failed to return from trot lining for crabs in the Chester River near Ringold’s
Point. Lewis Herbert Cain Sr., 64, of Rock Hall, was found deceased and alone in
his running, aground vessel near Ringold’s Point at 7:30 p.m. on October 11,
2010 by a friend. Cain had a history of medical problems and no foul play is
suspected in his death. Cain’s body was transported to the Office of the Chief
Medical Examiners in Baltimore for autopsy. .

The Maryland Natural Resources Police is the enforcement arm of the Department of Natural Resources (DNR).
