IBR documents are documents that are “Incorporated by Reference” into the Maryland Code of Regulations (COMAR). These are typically documents that go beyond the page maximum for a single regulation. By incorporating the document into regulation, the document becomes regulation. Each document can be found at the depository of libraries designated for incorporated by reference documents.
